A local plumber fitted a new Worcester Bosch condensing boiler about 4 years ago.
He fitted the flue as shown in the picture.
I recently removed the basket guard to replace it as it had gone rusty. (Why aren't they all made of stainless steel?)
Should the flue outlet be pointing up in the air?
Will rainwater go inside and cause problems?
Should I turn it so it is angled downwards?

Nope that's fine, as it's a condensing boiler if there is any rain water that goes down the flue it's connected to the waste system (drain) via a white overflow pipe (you might be able to see this below the boiler on the inside of your house)

I would be more concerned how the prv has been terminated/ looks like it's been snapped off

Also looks like it's released some fluid (brown staining)
