My toilet doesn't appear to be flushing properly, there is little power and it takes 3 flushes to empty the contents of the bowl.

Water level in tank is fine and set at correct level, however there just doesn't seem to be enough suction in the toilet bowl after you've flushed... it also takes a while for the tank to fill back up, and not a lot of water seems to be entering the bowl when we flush it.

I've tried holding down the handle to see if it is the flapper closing too soon however this doesn't work either. I can't see the flapper to check if it is ok as it is covered in a plastic casing (not sure what this is called)

Any suggestions would be greatly appreciated!
