People like this should be banned to install gas appliances. They should be re taking the gas course. What comes into my mind is why would you do it even though you know it's wrong and not to regs

Questions are only raised after the work has been done which normally causes more costs to the apartment owners

That's the problem with a cooperative. I.e. Tennants, running the maintenance. They have no idea what is the correct way to install.
As above , the boxings are ok , but need purpose designed access hatches. These are cheap and easy to open. I can't see any service engineer ( even though they should) taking a load of rusty screws to inspect.
