My stopcock is in a difficult to access location behind kickboards, can I put a coupling on the mdpe pipe coming up and into the house and move the stopcock up into the cupboard under the sink?

Just wondering if any fittings are even allowed between the mains shutoff in the street and the stopcock in the house really.

The stopcock should really be as close to where the pipe enters the house as is reasonable. In your case, there would, however, appear to be sound logic for moving the stopcock, and it doesn't sound like you are moving it very far. It is surprising how often stopcocks are neglected to the point that they don't work or under floorboards etc. and then people expect us to be able to do plumbing work, so it is encouraging to find someone who wants the stopcock to be in an accessible location.
