Have a Worcester 30i with new rads bar 2, magna clean and descale fitter but bar 2 rads all others are hot at top but much cooler at the bottom.

Any ideas what it could be?

Google seems to suggest sludge or balancing rads and am erring towards latter as sludge would not be issue in the newer rads?
 
So balance them!!
Upstairs rads should be about half to 1 turn open. Downstairs fully open.... Obviously I mean the lockshields.
There is nothing wrong also with having a look at magna clean. In accordance with instructions.
Would surely be balancing as if the magna clean was fitted without a power flush that seems...... well you will see when you look at magna clean.
Worst case power flush, best case balancing. Good luck
 
Is it new pipework as well? It could be slugged or partially blocked.
