When testing the safety device on a combi boiler (ideal instinct). I know to make a fault, by turning off the gas supply. If the safety device is working correctly the boiler will go to lock out within 2 minutes and won't fire again once the gas is reinstated without resetting the boiler. What is the correct/best way of checking the gas valve is not passing once it goes to lock out?
 
Would a tightness test at the meter when the boiler goes to lock out after 2 minutes be adequate to test this?

Yea mate absolutely. Or gauge on gas valve inlet and open boiler iso valve after lock out then close it for test if your only testing the appliance.
