Boilermate 3 (changed mid position valve radiators still getting hot?)

Hi
Got called out to my first Boilermate 3 today. Customer complained of hot rads with no call for central heating. Was just gonna change actuator but Valve was really stiff so drained down changed actuator and brassware. Still rads getting some heat in them. Valve is working correctly. Any ideas? I thought maybe the bypass allowing heat to pass or PCB on boiler mate at fault..?

When ch is turned off, have you got 240v on w/brown wire of valve ?
Can't you close the bypass valve to rule that out ?
