Heating and Hot Water problem

Hi,All of a sudden when i put both my hot water and my cental heating on the programmer lights start to click and the red lights blink.I can put either on on and it works fine but the clicking starts when both are on.
I have looked at my motorized valve and i can hear the motor turning it when i switch,the room stat works ok.I replace the 3 way valve 12 months ago (Honeywell),the Programmer is Donfoss CP15.
Is the programmer trying to open to both positions and the valve not?On the Valve there is tension in the manual release and it springs back fine when i let go so valve not broken.

Sounds like the programer to me, if you are competernt you could prove the point by linking out to confirm correct opperation of the rest of system.
