Poor Hot water temp

Hello guys,

I am diagnosing the cause of low hot water temperature on a open vented system, with a floor standing heat only boiler and an Albion hot water cylinder. I have checked boiler performance which seems OK and other valves which seem to be OK. There is some sort of diverter valve which is think is the culprit. I have not seen one of these before and was wondering if there is a full proof way of diagnosing its performance. Here are the pics .....

What about feeling the pipe into the valve and then out?

If it is hot before and cooler after then you know you have found the culprit!
