I bought a house a couple of months ago. In the last few weeks there is a relatively strong smell of urine around one of the toilets. It only ever smells of urine no other sewerage smells.

Could this be the wax seal? Everything I can find seems to say there would be a visible leak if it was an issue with the seal but Ive never seen any leaks. The only other thing I can see is that the base bolts are very rusted.
 
So I had a better look around and I think there is a leak happening around the output pipe attached a photo.

It can't selectively leak weewee's
If it smells of weewees it's cos someone peed on the floor (a lot, over a long period, possibly)
What you can see looks like a drip from the flush pipe (clean water) or condensation.
Give the bowl a good scrub, especially under the rim.
