Is the burner modulating right? Or going high then low? Had one recently that was blocked at the filter next to the plate hex manifold. Was the older Pro 28 R1 though, suppose they will have the same filter
 
probably blocked plate if it was flushed last year flushed the heating but the plate is still full of crap but realy you need to watch whats happening at the boiler does it fire and drop back all the time
other possibilty is cold water getting mixed in from a mixer with no check valves
 
The heating not getting hot would prob rule out phex , i know its silly but make sure no ones turned the stat down ( wouldnt be the first ),
Could be a gas valve problem , thermistor , clogged main hex , condense prob ,
The vailants had that silly rubber hose inside that was bad for clogging up, if its that model u know by pressing the hose to see if soft or brittle ., ( not sure if in these models )
Check fault codes to see if any overheating and make sure status codes are what they should be,
 
after thinking about this you need to see what the boiler is doing is it getting up to temp and modding down if it was overheating it would show a fault and not work check the spindles on the temp controls are realy turningh the thermistors on the board and that they have been put in the board the right way
 
Spindles are ok Stat is not down, its operating fine no fault codes or overheating ,hoses are not soft slightly crunchy if that makes sense there is quite a bit of white scale inside the boiler but no leaks at all
 
I had one recently, took the flow pipe out so I could see the filter and that pipe was completely blocked. Tried vaxing the boiler but I think the main heat ex must have been choked up too.

Do you mean the hydroblock ? Is there any way I can check the plate heat exchanger or should i just remove and clean? I appreciate the help guys im new to breakdowns.

I would have those rubber hoses replaced because you've already squeezed them they're likely to go pop. Clean canoe filter whilst doing so too.

If it needed a power flush in the first place, more than likely the plate heat ex is partially blocked
