Water meter 1/2turn then stop....and repeat!

Hi all

Been called to a job where the water meter is behaving as I've never seen!

Water meter turning 1/2 a turn then stopping, waiting approx 10secs then doing it again. I've isolated the unvented hw cylinder,water softener,etc but still going. I can't see anything running,all taps closed,surely if they had a leak it'd spin constantly?

Am I missing something really stupid and obvious here?
