Discuss mains water pipe be run through an integral garage? in the USA area at PlumbersForums.net

Can a mains water pipe be run through an integral garage? It's to feed a washing machine used 2-3 times a week. Is there a risk of the pipes freezing?
 
Fine but would insulated it decently eg 19mm and would install a drain off and stop tap so you can isolate and drain when we have really bad frost
