Hi could any one explain as to why when I empty the bath or basin the toilet starts to bubble up the toilet flushes fine?
 
mmmmm not heard of a bubbling toilet before, depending on the layout of the waste system in your area, maybe you have a drainage problem and the waste water is being forced back ? so to start with maybe you could try looking in the nearest drain cover and see if you have a good flow or any build up of waste in there? is this a new problem ?

i know somtimes when you pull the plug on the bath you may get a gurgling from the basin (or visa versa) which is the trap being siphoned
 
sounds like small blockage somewhere. look in nearest manhole check for good flow, also put some toilet paper down toilet and flush. check to see if you see paper come through at manhole. thats if manhole not full to start with
 
yep it does sound as though there is a blockage somewhere on your waste distribution can't offer any more advise as you have been given the gist of it.
