Drain Cock Spigot

The drain cock on my water cylinder is very close to the ground and is obscured by piping installed by the previous owner. The spigot is at the bottom but, try as I might, I can find nothing to tighten it. Can anyone offer any advice ? Thanks

I am attempting to drain the cylinder

Can drain pipework through taps then whip off top outlet and syphon water out with a hose?

A plumber will know how much the pipes can be manipulated without damaging, can you get any play on the offending pipework?

Fit a tank connector to a square bucket/container, attach hose. Loosen cold inlet and catch water in bucket.
