Issue with Samsung air to water heat pump

Over past 6 years we constantly get E911 faults, slow flowrate and temp dropping below 10c in the system.

The pic below is from the external heat pump unit which has a filter attached to it. When tested we are been told this is not magnetic as we originally thought it might be from the towel radiators that are steel (corroding?) Whereas pipe work is copper and main rads are aluminium. Anybody have any ideas?

System defo need flushing and cleaning as it’s out your rads
 
Could be the alu rads still having sand in them from casting etc seen that many a time and normally say in the instructions to flush before fitting
