hi is it safe to run heating without pump working?it is heating rads but slowly,it is a back boiler.

Yes - must be able to vent though in case it overheats. It's called a gravity system and while not common, they're not that rare either on older systems.
 
That's right. It's called the Feed & Expansion cistern meaning if the system loses water it can feed it and if it overheats, hot water can expand into it and if things get bad then it overflows outside the house.
