I had to do work on waste pipe and uncovered this (as shown in the photograph) is it a access point that some one has either broken or left uncovered. There was just a cloth stuffed in it. It looks as though it is threaded. I would of investigated further but the people there were closing up and so it is a job for tomorrow?

Please help.

When you've found the right pipe size, blank the end of your waste pipe with an access cap, and insert. [EDIT - please ignore - what I've said here is wrong]

That's a bodge.
It's a boss adapter glued into a plain pipe, it will be restricting the flow.
It looks like the pipe into the ground may be 50mm?

It's got something similar to the below and would either have had a 32 or 40 pipe in or it's been fitted as an access point and would have had a plug in it.

Temp fix, push one of these in, it may either be 32 or 40mm,

Ideally needs cutting out and a proper access section / Tee fitting.
