When I turn any cold water tap on in my house, or when washing machine filling there is a noise through the pipework which I would describe as a loud high pressue rushing noise - any ideas how to sort it ?

sounds like an iso valve to me, either, infact more than likely used to connect your w/m which then feeds cold tap on same line.
change to full bore for a couple of quid and see if that works.
also check the existing valve is opened fully and not restricted flow.
