First post, sorry if it is stupid. I want to change several parts of my kitchen sink faucet. This is in a 4th floor apartment. Of couse I know I need to shut off the hot and cold water, but this is what I have found. Are these valve covers? The one obvious valve seems to be a shut off for the attached dishwasher and doesn't affect the hot/cold flow from the sink.

So the question: are these valve covers and if so, do I just use pliers to pull them off? If so, I imagine a small shut off valve will be underneath. If these are not the hot and cold valves, not obvious where in the apartment the are.

Thanks! Eldorado
