Water always boiling

For the past couple of months the water coming out of our hot taps has been boiling. At first we thought nothing of it. However we've now been hit with a £1600 gas bill. Just before it started I think I fiddled with a switch on the mid-position actuator (we had no hot water at all. Turned out the boiler was just switched off). From what I've seen, I believe this may be the issue. The actuator's side switch is stuck on 'W' and won't move.
Does anyone have any idea if this is the issue, and if so, how it can be fixed?
(Also does anyone know if we'd be able to do anything about the gas bill?)
