Hi my daughter has bought a terrace house, whilst replacing the kitchen I have
Found an additional lead stop tap which is in the way of the new kitchen units, but still appears pressurised, there are no access points outside to isolate it, is there anyway it can be capped off at floor level?
 
Terrace houses quite often had a common supply for a group of them, usually there's a single stop tap in the street at one end of the row.

You'll need to warn the other neighbours when it's going to be turned off.

I’m also a bit concerned if I succeed in caping it off I don’t like the idea of a live lead dead leg buried under the floor😩

Ask the water supplier where the nearest stopcock for the house is. Also ask them about the lead pipes and whether they offer any help to replace them, etc. Consider having them fit a water meter, AFAIK, these always come with their own stopcock. (At least, that's the case around here.) Unless you have a lot of people (e.g. two families) living in the house a water meter will probably reduce the water bill; there are online calculators to estimate consumption and savings/costs.
