You could have water running in the house somewhere. A WC overflowing (for example) and there by drawing cold water into the house and causing condensation at the main stop tap. Check all WC's, dripping taps etc.
One way to check is if you have a water meter, turn off all appliances etc in the property and see if the water meter is still clocking up (leave the mains on).
The bath tap is always open slightly for the cat... This will be the reason???

Why not get a pet water fountain then you don’t need to leave tap running, if you are on a meter the usage even with a low drip will be a lot
