UK No heating downstairs combi boiler

At my sons house, had 2 radiators downstairs that would never heat up, so thinking that the locks held valve was down, today we replaced the valves, but still got the same issue.

He has a glowworm ultracom cxi combi boiler, upstairs gets hot quite quickly, we have bled all radiators, and tried to balance the system, but to no avail.

He has a policy for boiler service and parts only. I think it is with utility warehouse.
Should he just call them out and see what they say, just call a local heating engineer out, or anything else that he should check first ?
 
Is it just two downstairs / others ok downstairs

I’m guessing you mean you replaced the trvs ?

Not having seeing the system it's hard to know had a similir problem with a centeral heating system it was a Baxie Bermuda boiler anyway eventually found the Problem everything was heating upstairs it was circulated through the pump it was more or less gravity fed but I knocked off all rads upstairs including hot water cyclinder still no heat down stairs so I investiged the centeral heating pump all looked fine when I loosened the screw that is used to bleed pump but on further investigation the shaft on the centeral heating pump was turning but the impeller that circulated the water for the centeral heating was staying put which did mean there centeral heating pump was gone and only needed a replacement pump So I would sujest you try the heating centeral heating Pump first before you do anything else at best you can knock off valves under boiler Flow and Return and mains water feeding the combi this will stop you hot water then just drain down the boiler and replace the pump head on the boiler this is screwed to the pump body with 4 Allen head screws just make sure you cover all electric connections on boiler with a towel this also should cover the cover. That holds the printed circuit board if you get water on the PCB it will cost you more money to replace it the reason why I say replace the pump what could be happening us the main pump shaft is turning this is under the big nut on the front of the boiler that is used to vent the centeral heating pump this is turning OK but the impeller has come adrift from the pump shaft and is do nothing by this I mean it's not circulating the water and it's the impeller on the pump that circulates the water in the boiler I hope this is of some help it's hard to know for any plumber unless you are on the job
