Does installing these flue brackets require a Gas Safe engineer?

Hopefully quick question - after nearly 20 years post-install the latest boiler service marked my Baxi Combi as not fit for service due to missing flue brackets. The service tech was wasn't helpful and said he wasn't sure if it requires a Gas Safe Registered Engineer to install or not so looking for any advice.

Flue is fairly short run, immediate 90 degree bend out of top of boiler, then two 60cm pipes joined with a bend adapter

No you don't have to be gas safe to do that so long as the flue is not disturbed, in my humble opinion.
No other engineer in 20 years has said anything? It could do with one by the look of it but if it is solid, I can see why it wouldn't get mentioned.
