This is a servo valve that needs high pressure to operate properly. It should be pretty simple to swap this valve for a low pressure valve from a local merchant (asking their advice). And change the pipe at the same time.

Heating up to 60 once a week is sufficient to prevent legionella. Without a photo your description is a bit confusing, cylinder thermostat should be attached to the cylinder.
Grip the narrow brass nut that is part of the hose and hold it still. Then turn the fat nut, ANTICLOCKWISE if looking upwards. This will unscrew the nut from the hose.
Well he’s making 2 visits. Gas cost is perhaps a quarter of electricity on standard tariffs but the complexities have other costs! Nobody bothers with insurance cover for immersion heaters.
