Bathroom towel radiator

Hi every one, I have a bathroom radiator problem, I have tried on numerous occasions to get the this radiator working, I have bled it umpteen times,when you touch the incoming pipes they are just warm,both valves are open,but still no heat,any of you guys got any suggestions.

shut both valves remove vent and open each valve in turn with a bucket to catch the water coming out the venttill you get hot on both side
