The radiator in my bathroom (chrome heated towel rail) keeps needing bleeding every week or so, its hydrogen coming out not air. My question is would a sludge remover and a re-fill with new inhibitor help to stop this?

Yes.

Hydrogen is a by-product of corrosion. Cleaning the system and then adding an inhibitor should help stop this.

Is the system open vented or sealed? If it is open-vented make sure that it is not “pumping over”. A continual exchange of water with oxygenated water from the header take will lead to corrosion (steel, oxygen and water together will result in corrosion) . If it is open-vented consider converting to a sealed system.
