Boiler not re-pressurizing

Glow Worm 30sxi boiler has 0.4bar and not firing, obviously. Have tried to re pressurise by giving a quarter turn to both the flow and return valves but absolutely nothing happens. Is there another valve somewhere? Yes the mains water is on!

Filling loop to top up pressure? Never needed before?

To flow and return valves? You need a filling loop as per above
