Cold water isolation problem

Cold water not running after turning stopcock on tank isolation valve off, fixing taps, then turning back on no cold water look like isolation problem?

Any ideas what I've done wrong?

Broken Gate valve I suspect.
Solution:
Freeze and replace it or siphon tank out and replace it.
