I have tenants who 'bucket bathe' in the bath causing the silicone to fail every few months and causing leak damage - is fitting no more leak tape the answer?

As Shaun says support the edges with timber.

The other VERY important thing is to fill the bath with water, then apply the silicone and leave the bath full of water for 24hours before letting it out.

Also make sure ALL old silicone and its residue is removed first, then clean bath/tile joint with isopropanol before applying the new silicone - use Dow, not some cheap rubbish.

Bucket bathing? Looked it up and appears to be pouring water over your head and into a bucket? Not sure how this would cause the silicone to fail.
