Dodgy work!

Went out to a customers house today to replace their meter. I then carried out a visual on their gas appliances including a Vaillant Ecotec plus. Flue terminated close to the kitchen window (250 mm). Check manufactures instructions and they clearly state 300mm.

I then AR boiler and inform customer, who said he could smell fumes occasionally when boiler is running and had spoken to the installers who claim it's fine?!

Looks that way, couldn't get into the downstairs flat to confirm but should be going back there with the landlord to get it sorted. I'm hoping its just a dead pipe and no one is that stupid!
