domestic hot water

hi my daughter lives in a flat the domestic hot water comes from a pulsacoil system?
but she is allways having problems with it as do a lot of the other occupants (no hot water) the over heat button on the top emmersion keeps popping out and the negative wire on the bottom one gets hot and melts its slieve, any advice would be helpful

Shut it down and get an engineer in

agreed the bottom immersion is on the way out, overheating the water and tripping the top one get someone in to sort it.
