Yes, by plumbing them in from different sources of water. If they're both on the mains then this means installing a cold water storage cistern. If they're both supplied from a cold water storage cistern, then a separate pipe from the water tank to the shower would cure this.

How on earth do you reach the WC to flush it when having a shower?

you could also put a restrictor on the wc inlet,to restrict the flow to the cistern thus keeping higher flow to electric shower when cistern flushed

A buffer vessel would sort this. I've never seen a domestic version though.

Temperature don't usually 'drop' on mains

If the pressure drops it will keep the temp constant

Maybe a restrictor on the toilet to reduce its flow is best and cheapest
