I have the above boiler and DHW is good.
When the CH is programmed to come on the boiler fires up for 30 seconds and then shuts down. This process continues and the central heating stand-by light flashes.
This happens if CH is running on the timer or on permanently.
I have switched the boiler off and raised the pressure but still no joy. Does anyone have suggestions?

I had a similar problem with my own Performa 28 I traced back to a relay on the PCB
I ended up fitting a new board at a cost of £80.00

But do not act on my opinion, get some more views first

Addendum: Have you tried "resetting" it, have a look in your book

moderna is a direct combi that doesnt use the pump for hot water so that would be the best ting to check first
