Ferroli optimax he 38 plus c

Hi,
I now live in spain and brought the above boiler (new) out with me from England.
It has been installed and I got the local Ferroli Agents to commission it.
It is working correctly but the temperature on the central heating will not go above 64degs even though it is set to 80degs.
The local Ferroli Agents say they have not got the program data to check it.
I spoke to Ferroli UK but no help.
Has anyone got the TS sheet or can point me in the right direction.
Any help would be appreciated.

Hi
Fixed the problem.
I was going mad and decided to change thermostats. I checked boiler and found that the engineer after he had been working on boiler had forgotten to attach the return stat.
