Ferroli Sigma 40-60 pump does not run

Hi all. I came across this today. 230v live. 230v sw live. 0v at the pump terminal, however the fan comes on and the boiler ignites. it runs until it reaches temperature(a couple of minutes). I was under the impression that the fan came on after the pump went live.
