I do, its a lot easyer than changing when the pipe is full 😉🙂😀
 
drain down is better ,as gate vavles tend to seize , but perfer using bung,s , in quick repairs .
 
Its okay draining down sometimes.

But get a job on a cylinder cold feed and you can trap an awful lot of air in it if you drain down.

At least if you open a gate valve with a full tank of water, the surge of water usually drives the air out.
