That's DIY shops for you I've seen plenty of these done like this
Unscrew the pan and cistern from the wall and stick some 3x2 under it then flush about 50 times

I think someone had a few spare anaconda's on the van, that earth bonding is terrible as well wrong place by about 2 inches

Yes it is new. I wasn't happy with the install.
I think it might have more to do with if someone in the future removed the branch or something

It's actually in our - gas BS books. It's something to do with the current (under fault conditions) travelling in a certain direction...
