I want to turn on my outside tap,before i moved here it was leaky outside tap so guy came in and turned it off,im trying to turn it back on again and dont know what i have to do.

Theres a gold tap in the picture but its really hard to turn as in i cant turn it because its that tight.

Can you see the tap in the picture i need to turn on to make the outside water work.

Yep, its the one with the white head. Did you get the leak fixed or just get it turned off. That install really wants binning and doing properly so that you can operate it easily.

When i turn the whyte one i just hear noise like a hissing noice but nothing happening
 
I know its not what you want to hear but most of the fittings under there are used by DIYers, and are prone to leaking, it looks like theyve used a washing mashing hose to feed your outside tap, like mr croppie and simon said youl be better off in the long run to have the lot neatened up, because could leak in future costing lot more in renewing carcases,

If its not coming out your tap you best make sure that the hose hasnt burst inside the wall, as water has to be going somewhere, have you opened it fully and tried your tap,
 
Not all those fittings are rubbish.......the trap looks okay!
