Honeywell ST9400c thermostat

Hi, how do I get hot water without the heating on please? The house I've just moved into has a Main 18he condensing boiler with a tank apparently in the loft, not seen it. I turned on the water only on the thermostat but still had a Luke warm shower as I didn't hear the boiler start up, do I have to have the heating on as well? Thanks
 
The domestic hot water (DHW) should work without any heating on.

The ST9400c is a programmer, i.e. a high-tech time-switch. It may have been set to heat the DHW cylinder only at night so it might be up to 24hrs before it decides it's time to reheat the DHW. There is an 'override' and 'extra hour' button on the heating side. You can use these to kick it into action earlier.
