Do 'new' cisterns need a water mains feed or can they been connected via cold water tank feed. Please??

They usually come with a pressure reducer for mains just dont fit this or remove it
 
recently fitted one by rocca which had a silent type bottom entry valve that lets the water travel down a tube into the water about 1" off the bottom of the cistern, problem was every time you full flushed the bottom of that tube would then suck in air and partially air lock!! POS! not to mention the filter/flow restrictor it had installed literally looked like a blank!,
 
If head (height difference between cold water storage cistern and WC cistern) is too poor it can take a very long time to fill, especially with some inlet valves.
