Isolation tap required for new freestanding gas cooker install?

Hotpoint manual says "it is essential to fit an approved gas tap to isolate the supply from the appliance for the convenience
of removal or servicing".

Is that a UK gas regulation? Just had a Gas Safe installation of a new freestanding cooker (not range) and none was installed? Should I have him back to fit a tap?

(He reused the decades old bayonet outlet too which seemed iffy as they have a rubber seal. 'Didn't have a new one on the van')

As for reusing old ones aslong as he tested it it’s one of them is it needed providing it’s not leaking no is it good practice yes
