lime scale build up in copper pipes

My customer told me that his pipe work are blocked up with lime scale and he want me to install a new water softener on the system. As far as i understand the filter will treat the incoming water but will it help to clear the lime scale buildup in the pipes already?
 
From my understanding a properly installed softener (one that releases brine and not one of these gimmick inline things) will eventually break it down.

WIth emphasis on "eventually". The limescale won't be removed any faster than it was deposited so you could be looking at 20 years or more!

And if I'm being really picky, the softener won't release brine - Na+ ions rather than NaCl should end up in the water.
