low level cistern problem

hi all

i have just replaced a flush pipe and internal flush cone on a low level toilet as it was leaking from the rubber flush cone. it is now fine with no leaks but when i flush it seems as there is not as much water coming down into the pan to get rid of the waste.....i thought the syphon might be faulty but not sure??? any ideas???

the flush pipe could be incorrect for the pan. could you not re-use the original one?
