currently in theprocess of fitting a whole new system

just 1st fixing pipework atm but will eventually be fitting boiler 250l unvented cylinder blah blah blah

my question is the customer wouldlikethe towel rails on the hotwaterside so they stay warm in the summer etc! in total there will 3 towel rails, so my question is, is there a limit to the amount ofrads you can use as a bypass?

not from a technical point of view, however building regs part L may have something to say, worth a read.

Nothing in the building regs to stop you doing that - the circuit will be pumped, which is the main thing. The real question is: will it achieve what the client wants?

If you plumb the rads into the HW circuit they will only heat up when the HW is being heated, say twice every 24 hours. The rest of the time they will be cold.

The alternative is to plumb them as a separate heating zone with a pipe stat (and separate timer if necessary) to control them. That would require an "S plan plus" type of installation.

What ever solution you come up with, the towel rails and cylinder will have to be balanced along with the radiators.
