How would one test the stat on this? Put a multimeter in the two holes in the centre and check for continuity in low and high settings???

What do you want to test? If you want to test that the stat is working then yes.
Yup. So I tested both stats (megaflo heated only by 2 immersions) which had continuity when on the high and low setting.
Is it normal for 2 stats to be faulty?
I went to the job as tenant said there was a leak. Turned out the temp/pressure relief valve was releasing water. First thing i tested were the stats. Both were faulty. Switched off the MCB for both immersions and released the pressure from the cylinder and told the customer not to switch back on until stats were replaced.
