Assuming that you've done L-N, L-E and N-E... is there an o/h stat?
Pull switch? Do you have live on neutral at shower.
Also if it's a newer one check the on/off button is lining up when you put the case on. Had 3 that weren't was giving me a right nightmare.
Probably the solenoid. Check the resistance across it. It should be above 3k ohms if it is ok.

Thermal cut out on those showers is at the top
of the wee cylinder & it is by far the most troublesome part & kills the power to entire shower. It seems to suffer from corrosion & this needs scraped off the top of cylinder before fitting a new cut out. Dead easy to test. Only about £11
Pull the washing machine out and nick the solenoid off it. Just ask her whats more important :wink:
Solenoid will be also an easy to fit part & very low cost.
The latch switch (switch behind the on button) can fail also & you can remove it by prising the switch out of its place. It's just push on wire terminals. Switch is same black colour as its holder, but is a separate part.
