Moving a condensing boiler waste pipe

Do you have to be Gas Safe registered to move a gas boiler condensing waste pipe? Or can my handyman do this for me?

The condensate pipe from the boiler is part of the flueing system and officially should only be worked upon by a Gsr operative
Imho
