I have no cold water from the kitchen tap, the tap is a mixer tap which is about three years old. I do however have cold water in the other taps in the house (both up and downstairs). It is a "quarter turn" tap and there is no sign of any leaking from it. The hot water from it works fine

Can I assume that the tap is faulty or could this be a symptom of a water problem elsewhere in the system.

Any help would be really appreciated.

Chances are the ceramic discs inside tap are stuck closed so youl need new 1/4 turn tap insert. Not like standard taps u just change washer. There are discs u can change but probably easier replacing the whole insert . Usually around a tenner. Its just finding right one for your tap. Also check if any non return valves underneath with it being a mixer.
